A Reform More Than Twenty Years in the Making
On 22 June 2026, the Finnish Parliament is expected to approve one of the most significant reforms of alcohol legislation since Finland joined the European Union.
The reform will create a clear legal framework for cross-border alcohol e-commerce and home delivery services and will open a new chapter in the development of Finland's alcohol market.
The final political uncertainty surrounding the legislation was largely resolved when the Grand Committee decided to support Parliament's earlier decision to reject the restrictive proposal of the Social Affairs and Health Committee. The Grand Committee did not introduce new restrictions and instead confirmed Parliament's chosen direction. The only addition was a requirement that the Government monitor the effects of the reform and report back to Parliament within two years.
A Long Road to Reform
The story behind this legislation stretches back decades.
When Finland joined the European Union in 1995, the country's alcohol policy entered a period of gradual transformation. While many parts of the market were liberalised, significant legal uncertainty remained regarding cross-border alcohol sales and modern e-commerce models.
Over the years, consumers increasingly turned to online shopping, while European court decisions strengthened the principles of free movement of goods and services within the internal market.
Despite these developments, Finnish legislation struggled to keep pace with the realities of digital commerce.
The reform now approaching final approval is therefore not simply a change to alcohol policy. It is also a recognition that consumer behaviour, technology and European commerce have fundamentally changed.
What the Reform Means
The legislation creates a clearer framework for regulated alcohol deliveries and cross-border sales.
For consumers, it means:
-
Greater choice.
-
Increased price transparency.
-
Improved access to international products.
-
More modern purchasing options.
For European producers and merchants, it creates opportunities to serve Finnish consumers through legally compliant distance-selling models.
For authorities, it establishes clearer supervision and enforcement mechanisms than previously existed.
A New Era for Competition and Transparency
The reform is likely to accelerate competition in the Finnish alcohol market.
Consumers will increasingly compare products, merchants, prices and delivery options across different channels.
This development will increase the importance of reliable information, transparent pricing and independent market intelligence.
At DrinkData, we believe consumers benefit most when they have access to accurate information and genuine choice.
New Opportunities for Businesses
The reform is expected to create opportunities for:
-
Wineries
-
Distilleries
-
Breweries
-
Beverage retailers
-
Online marketplaces
-
Delivery service providers
-
Digital marketing and affiliate partners
For many European businesses, Finland may become one of the most interesting emerging alcohol e-commerce markets in Northern Europe.
Looking Ahead
The parliamentary vote on 23 June 2026 will likely mark the end of a long legislative process.
However, it will also mark the beginning of something new.
The real work now starts: helping consumers understand their options, assisting businesses in complying with the new framework and building transparent, competitive and responsible alcohol markets for the future.
At DrinkData, we look forward to playing our part in that development.
History is being made.
And on 23 June 2026, Finland's alcohol market enters a new era.
